(រាជធានីភ្នំពេញ)៖ នៅរសៀលថ្ងៃសុក្រ ទី៣១ ខែកក្កដា ឆ្នាំ២០២៦ វេលាម៉ោង ០២:០០នាទីរសៀល នៅអគ្គនាយកដ្ឋានសភាពាណិជ្ជកម្មកម្ពុជា មានរៀបចំកិច្ចប្រជុំក្រុមការងារផ្នែកឯកជន “ញ” “ផ្នែកថាមពល និងធនធានរ៉ែ” នៃវេទិការាជរដ្ឋាភិបាល-ផ្នែកឯកជន ដែលដឹកនាំដោយ ឧកញ៉ា អ៊ិន យុទ្ធី សហប្រធានក្រុមការងារ “ញ” តំណាងផ្នែកឯកជន។ កិច្ចប្រជុំនេះក៏មានការចូលរួមផងដែរពីសំណាក់អនុសហប្រធាន ព្រមទាំងសមាជិក សមាជិកា នៃក្រុមការងារ “ញ” តំណាងក្រុមហ៊ុនប្រេងកាតឯកជន និងអ្នកពាក់ព័ន្ធក្នុងវិស័យថាមពល និងធនធានរ៉ែជាច្រើនទៀត។

កិច្ចប្រជុំនេះមានគោលបំណង ដើម្បីធ្វើបច្ចុប្បន្នភាពការងារ និងបន្តពិនិត្យ ពិភាក្សាលើបញ្ហាប្រឈម សំណូមពរនានា ដែលនៅសេសសល់ និងកើតមានឡើងថ្មីៗ ក្នុងវិស័យរ៉ែ និងថាមពល ដើម្បីដាក់ស្នើសុំដំណោះស្រាយជាមួយដៃគូ គឺក្រសួងរ៉ែ និងថាមពល និងក្រសួង-ស្ថាប័នពាក់ព័ន្ធនាពេលខាងមុខ។

ជាលទ្ធផល កិច្ចប្រជុំបានពិនិត្យ និងពិភាក្សាលើបញ្ហាប្រឈម និងសំណូមពរចំនួន ៩ ចំណុច រួមមាន៖ ១. ពន្ធលើសន្តិធិពាណិជ្ជកម្មប្រេង និងឧស្ម័នឥន្ធនៈ ២. ពន្ធលើប្រេងយន្តហោះ ៣. សេវាសាធារណៈសម្រាប់ការអនុញ្ញាតកសាងសង់ស្ថានីយប្រេង និងឧស្ម័នឥន្ធនៈ ៤. វិធាននៃកាដាក់ពាក្យស្នើសុំនាំចូលប្រេង ៥. តម្លៃ Premium របស់សាំង និងម៉ាស៊ូត នៃតម្លៃលក់រាយ ៦. កម្រៃជើងសាររបស់ធនាគារជាតិ (Commission Fee) ៧. ការបង់ពន្ធលើថ្លៃសេវាសារកើនសម្រាប់វិស័យផ្គត់ផ្គង់សាំង ៨. ការបិទអាជ្ញាបណ្ណតំបន់មួយចំនួនដែលមានផលប៉ះពាល់ (តំបន់ក្រហម) ៩. ការនាំចេញថ្មសំណង់ទៅកាន់ទីផ្សារអន្តរជាតិ

Private Sector Working Group “J” Meeting on Energy and Mineral Resources under the Government–Private Sector Forum
Phnom Penh, 31 July 2026 – On Friday afternoon, 31 July 2026, at 2:00 p.m., the General Department of the Cambodia Chamber of Commerce hosted the meeting of Private Sector Working Group “J” on Energy and Mineral Resourcesunder the Government–Private Sector Forum. The meeting was chaired by Neak Oknha In Yuthy, Co-Chair of Working Group “J”, representing the private sector.
The meeting was attended by the Vice Co-Chairs, members of Working Group “J”, representatives of private petroleum companies, and other stakeholders from the energy and mineral resources sectors.
The meeting aimed to provide updates on ongoing activities and to continue reviewing and discussing outstanding and emerging challenges and recommendations in the mining and energy sectors. These issues will be submitted to the Ministry of Mines and Energy and other relevant ministries and institutions for consideration and resolution through the Government–Private Sector Forum mechanism.
During the meeting, participants reviewed and discussed nine key issues and recommendations, including:
1.⁠ ⁠Taxation on petroleum and fuel trading licenses.
2.⁠ ⁠Taxation on aviation fuel.
3.⁠ ⁠Public service procedures for obtaining permits to construct petroleum and fuel stations.
4.⁠ ⁠Regulations governing applications for fuel import permits.
5.⁠ ⁠The retail price premium for gasoline and diesel.
6.⁠ ⁠Commission fees charged by the National Bank.
7.⁠ ⁠Taxation on surcharge service fees in the fuel supply sector.
8.⁠ ⁠The closure or suspension of licenses in certain affected areas (Red Zones).
9.⁠ ⁠The export of construction stone to international markets.
The meeting concluded at 4:30 p.m. in a cordial and constructive atmosphere, achieving productive outcomes and reaffirming the commitment of both the public and private sectors to strengthening cooperation in addressing challenges facing Cambodia’s energy and mineral resources sectors.
